Help me setup my Discourse development environment

I’m a JavaScript/Node.js developer, and now I’m trying to develop a theme/plugin for Discourse. I’d like to do this on my local development environment. I have a MacBook Pro with Apple Silicon (M1), which presents some obstacles to setting up Ruby on Rails locally.

I tried to follow the instructions on this page Beginners Guide to Install Discourse on macOS for Development but when I got to the bundle install step, I got the message below and I couldn’t figure out how to get past it:

Could not load OpenSSL.
You must recompile Ruby with OpenSSL support or change the sources in your Gemfile from 'https' to 'http'. Instructions for compiling with OpenSSL using RVM
are available at rvm.io/packages/openssl.

I need help with completing the setup of the development environment and then also learn how to do a hello world local theme/plugin development.
