Here on Meta, it seems that only if you select the Horizon theme and then open up the theme picker (in the sidebar or the user preferences), you would see the ‘Hidden Whispers’ theme.

It is selectable; the UI doesn’t look much changed, though.

Looks like the theme component to hide that theme wasn’t added to Horizon.

That’s a theme that the staff uses in cases where they may be taking a screenshot of Meta or something similar and don’t want whispers to be included. We have a separate theme component meant to hide it from the themes list for normal non-staff accounts, but it wasn’t added everywhere. I think it should be fixed now, it shouldn’t appear in the list for you while using any theme. Apologies for the confusion!

The hidden whispers theme is also visible when you use the foundation theme.

Good catch! I’ve added that theme component to all the themes now, so hidden whispers won’t show up as a theme option for non-staff.

Hidden whispers would be an awesome name for a theme!
