How are tags shared across two tag groups handled in this case?

Let’s say you have a tag, tag1.

Tag Group A:

  • tag1 added to group
  • Tags are visible only to the following groups set to admins

Tag Group B:

  • tag1 added to group
  • Tags can be used by everyone is selected

Can @everyone see tag1?
