by the way ,is there a option to add a global site setting,i mean if user have no choose the category…

No there is no such global site setting as of now.

so only adds a setting for each category to set “minimum required tags”,and if there no select on category (uncategorized), isn’t work?

Спасибо. Я искал в общих настройках сайта, а не в настройках категории. Отсутствовал 5 лет, поэтому немного забыл и/или кое-что изменилось!
