How do I send someone(s) and email when I create a new Topic, etc.?

I’ve been trying to figure out how to notify via email a person, group, all members, etc. when I create a Topic or make a comment.

Also I can’t seem how to chat with a specific person either.

Do chats to someone also go out as an email to them?

@ mention their group in the Topic.

Can I @mention everyone?

You can mention @trust_level_0 after allowing that (for admins) in the group’s settings. You may also need to increase the ‘max users notified per group mention’ site setting.
But depending on the user’s preferences, they won’t receive an email because of an @mention.
