Im not sure what is your question? you ask how to enable it and your screen shows it’s enabled.
Screenshot is of Meta, IIRC correctly, it is based on the number of categories and you have to be some-what on latest, as it is part of the select-kit refactoring.

Yes so the rules are:
- discourse master ( it’s been released this week)
- desktop, search is disabled on mobile
- have more than 14 categories
I don’t think a site setting is necessary for this, but maybe we could lower it to 10 categories.

Also keep in mind that you can always start searching (even if search does not appear, <14 categories) by typing after opening the category dropdown.
