How to make sitewide announcement

I saw this today on another site that uses discourse. How can I make this announcement site-wide. Its on every page until you close it

That’s a banner topic.

Open the post you wish to make a banner, click on the wrench, and choose Pin Topic.

The banner topic options are at the bottom.
