how to turn off posting cool down for 1st day users
my site just got like 40 members today and everyone is using the support email and asking to fix this

In your admin settings, you can check the “newuser max” settings:
Also you can check for the rate limits.
Notably, max topics in first day and max replies in first day
You can also automatically make new registered members trust level 1 instead of 0. Setting default trust level.

I’m still getting new users and they are all going to level 0 though I have it set as 1.

I’ve created an account on your forum and I’m trust level 1.
As for the previous existing users, you need to manually promote them.

I think there’s a command to do so, how can I find the way to execute commands on the site? I got to it before.

No. Where is your site hosted?
Using free.discourse.group
Then you need to contact the support. If you have only a low number (a few dozens?) of users to promote to trust_level 1, you might as well do it manually.
