How to unblock an applicant

We screen all applicants on our forum. If they do not have a recognized institutional account — say from a known university — we send them an email seeking information. That processes necessarily takes place outside of discourse (indeed I wrote some emacs lisp to automate the process). And recently I opted to Delete and Block User for what appeared to be a suspicious application after 10 days. And now that applicant has contacted me and they are indeed genuine. So how do I unblock their email so that they can reapply?

I spent some time looking for the required procedure but could not find anything documented. Any help would be much appreciated. R

If you go to Admin > logs > Screened Emails

you will find the details (please check the IP address and unblock that as well in Screened IPs )
