I don't see option to edit CSS/HTML for a theme

The option for edit CSS/HTML doesn’t exist when I got to CUSTOMIZE > THEMES and choose the currently active theme.

How to see the edit option?

UPDATE: I see that some themes have it some not. Any way to enable it or component that does the same?
