Images are not being populated in discourse

I have installed discourse by implementing the link given below.

I need to set up discourse for my company but it seems that after creating a new topic incorporating an image we are not able to view the image.

Failed to load resource: net::ERR_CONNECTION_REFUSED from
http://localhost:3000/uploads/default/optimized/1X/750808cfc87d096d4bc4002f2f1137a4b5fbbfc9_2_10x10.png
but i can use ip of the server instead of local hostto get a png.
