Is it possible to export users who were active in certain category?

Hello Guys!
Imagine a situation we wanted to send out a special email to users who interacted in specific categories, how can we export those users?
Or do you recommend to create a group or group message feature for this? (Frankly am not sure whether discourse this feature)
