Is it possible to enable global encryption of all private messages for all users by default in the plugin settings or each user must enable encryption themselves?

I believe these settings should do the trick.
Note you may need to do a tutorial for those enabling multiple devices on how to enable p2p encryption on their other devices.
I think, it just sets encryption enabled as default in composer. But when the receiver doesn’t have E2E enabled yet, you can still send a regular message. We want to prevent that.
For us, just greying out the “Submit” button when encryption is disabled, would do the trick already. is that feasible?

The first setting I marked enables I believe Encryption for all users
The 2nd makes all new PMs encrypted after being enabled.
Best to create some test users or set a time to test with some regulars to see how it behaves.
