I have a reasonable proportion of users, largely hotmail or aol-mail users, who are unable to receive the Discourse confirmation email.

For users who don’t have multiple emails, this can make successfully log in a burden.

Is there a way to confirm a user manually, such as in the case that they’re unable to receive a confirmation email?

Yes, here is your solution:

  1. Go to the users admin page
  2. Scroll down untill you are in the permissions
  3. and then press activate account
