Why is it that Level 4 users can’t re-categorize threads?
Have you disabled the trusted users can edit others setting? Another possibility is that the topic is in a category the user cannot create topics in.

This would also affect Level 3 users, though, no? That may be the issue. I’m referring to Level 4+ only.
