The click counter stops counting clicks under some specific circumstances:

When a topic title has been changed after the link has been included in a reply (ie slug mismatch)
eg. https://meta.discourse.org/t/master-placeholder-text-in-install-theme-modal/213593 -
When an internal link (
/t/SLUG/123456)has been used instead of a full one.
eg. /t/discourse-new-user-guide/96331
