Minor styling tweak for the 'no thanks' button on User signup recommendation modal

The ‘no thanks’ button seems like it could be adjusted to be a bit more consistent with the other two buttons. The styling, vertical centering, and capitalization doesn’t match the other two as well as it could. Potentially could be made a stylized button like the other two are instead of a bare link? Or the text lined up with the text of the other two buttons?

While the button says ‘no thanks’, it’s a firm ‘yes, thanks’ from me for taking the time to look!

I’ve fixed the alignment and made some styling updates here: https://github.com/discourse/discourse/pull/12761

I agree that our mix of capitalization isn’t great! I want to establish some capitalization rules before we change that. I don’t believe we have any at the moment.
