Missing PluginOutlet for some preference tabs

I’m about to add a new setting to the Tracking tab of preferences, but I don’t see any PluginOutlets present in tracking.hbs. I checked other tabs and some tabs like interface, emails have PluginOutlets like user-preferences-interface but categories, tracking don’t.

I’m very puzzled by this, I wonder if this is by design? If not, is it possible to add a PluginOutlet to these tabs?

You can try submitting a PR to add it. Those are usually accepted, I think.
