This is possible on Desktop too, just re-run the setup wizard /wizard and in the Homepage section select the Category and Latest Topics option.

I have set categories as the default view (which is the same as re-running the wizard from what I’ve read) but i will try re-running the wizard now to confirm.
Showing categories by default does not nest latest topics within those categories in the left column - it shows them in the right column not grouped into categories.
