Moderators can see the "Force Browser Refresh" but can't use it

As you can see below, moderators can see the Force Browser Refresh, and “use” it, but it doesn’t actually work. The console returns a 404 error when you click the button, but shows a message, Message sent to all clients.

Do we still need this Force Browser Refresh thing @sam?

Can not remember the last time we needed it, UI can be removed
