Monetization of topics

What would you like done? The ability for users to pay for a sticky thread in a category. Maximum 3 concurrent sticky threads per category. Automated start and end dates with (ideally). The ability to change thread text color (make it stand out) via paid monetization. $5 per post for example. When do you need it done? 60 days What is your budget, in $ USD that you can offer for this task? Negotiable
