If you open this very URL while logged into this forum and current release, the feature works as intended:

https://meta.discourse.org/new-message?groupname=team&title=topic%20title&body=topic%20body

Open it in an incognito session though, and you’ll see:

Neither button accomplishes anything, and if you use the login button in the header you don’t get returned to the new-message URL.
