New user of the month badge questions?

What is the criteria for how long this badge can be awarded? Ex. if you sign-up in April, can you only potentially receive this badge in May, and if you do not then you will never be able to attain this badge?

When does the “new” part wear off.

Are mods able to receive this badge? What about an admin?

How can I create a simple “user of the month” badge, using essentially the same criteria, but it measures from the beginning to end of each month.
