When I open Keyboard Shortcuts (via the hamburger menu or using ?), Voice Over does not automatically start reading the Keyboard Shortcuts content. Given this, how can blind users best learn about the keyboard shortcuts available to them?

Yes, I think this is one of the bigger accessibility improvements we need to make. When opening a modal we should give the modal focus and prevent items that are behind the open modal from getting focus. Accessing modals in Discourse is very annoying when navigating with a keyboard in general even without Voice Over.
I was able to access the Keyboard Shortcuts content using Voice Over, but it involved backing all the way out of the page (lots of VO - SHIFT - UP) and then back in. It was a lot of guessing and I think this involved at least 8 steps!
