), Voice Over does not automatically start reading the Keyboard Shortcuts content. Given this, how can blind users best learn about the keyboard shortcuts available to them?

Yes, I think this is one of the bigger accessibility improvements we need to make. When opening a modal we should give the modal focus and prevent items that are behind the open modal from getting focus. Accessing modals in Discourse is very annoying when navigating with a keyboard in general even without Voice Over.
I was able to access the Keyboard Shortcuts content using Voice Over, but it involved backing all the way out of the page (lots of VO - SHIFT - UP) and then back in. It was a lot of guessing and I think this involved at least 8 steps!
