I would like to have links to external privacy policy and ToS visible on every page. I added the URLs into the boxes in the admin console but they don’t show up anywhere on the site.

When you add the links to the admin settings, they should be linked to from the about page navigation here:
If you’d like to link them from every page, you’d need to either customize your site’s navigation (from the “more” section in the sidebar)
or you’d have to use a custom theme — you can build one yourself or use an off-the shelf component like Easy Responsive Footer

I think you also need to fill in the company name admin setting to generate the ToS and Policy tabs too.
Nope. Should’ve tested it first to make sure. 
Seems like that’s unnecessary when you add your own one to the tos url setting. Which also makes a lot of sense.
