Is there a way to keep people from putting their profiles on private? I want to allow folks to mute other people, which they can’t do if those people make their profiles private.

Users can mute any user from their own preferences.

I don’t believe this works on somebody whose profile is ticked to “hide.”
I’m able to discover users with hidden profiles in the “Muted” input pictured above, so I don’t see why it wouldn’t work.
No, that’s not correct – you can Ignore or Mute anyone from your own profile page.
Note that Ignore itself is a trust level 2 user privilege though, and Mute is a trust level 1 user privilege.
