Public registration disabled flag semi ignored

Currently on v2.2.0.beta7 +51

Small issue but thought I’d share.

“Public registration is disabled, all new users must be explicitly invited by staff.”, where this is checked it is superceded by “Max invites per day” settings for normal users. Setting that to zero fixed it but maybe the wording could be amended a little or a nudge to that other setting if desired.

Good point, I changed it to

Public registration is disabled, all new users must be explicitly invited by trusted users or staff.
