I found this function “Quick Reply” on another forum look usefull. But can not find plugin or how to that in Meta.
Anyone know about it please help. Thank you.

AFAIK you can’t unless someone will do a plugin for that.
But I see that solution a bit problematic. It is just a composer for oneliners without toolbar. If such would be in use then a user has to choose between two different reply-ways.
Same thing could be achieved hiding toolbar.
