We’ve got a forum with a disappearing “Quote” button.
3.1.3 stable
45 plugins and 30 theme components BUT the problem persists in safe mode or with an empty theme
unable to repro on an identical staging site
First page load:
After any navigation:
Press “refresh” in browser
Yes it is probably a customization, but does anyone have any idea where to look? It’s not hidden by CSS.

There was this one that has been fixed but not in Stable yet -
There is a slight glitch in the quoting, at least for the members of the staff.
Reproduced on various Android/Chrome mobile devices by our staff. CDCK SaaS instance, FI locale.
Select (paint) the text you want to quote.
You are only shown an option to modify the text, but no quote option.
The situation persists until you refresh the page in browser, after which the option to quote appears again as expected.
It seems likely that this does not impact regular members, as all reports so far are …

Thanks - though it happens with Firefox on Windows as well and it does affect non-staff users, the rest of the description looks terribly familiar. Going to see if a manual patch helps tomorrow morning.
