Request: allow tag group management by group

As with category moderation, I would like the ability to give members of a given group the permission to manage a tag group.

Ideally, I’d like separate settings for:

  • create new tags in this group
  • add existing tags or remove tags from the group
  • edit descriptions, add synonyms, delete tags; set to one of
    1. if tag is in this group
    2. if tag is only in this group
    3. not at all
