How can I require moderator approval for all posts that include a file (not an image)

I don’t think there’s a universal setting for that. 
Though I think you can do this with the Require Approval option in Watched Words. If you target the file extension(s) with eg. *.pdf then I think that should send the matches to the review queue for approval.
