A little help needed.
I have a rowdy user, who I just demoted to TL1 so all their comments will go to review no matter the category. Then I realized I’m not sure that’s going to do what i want. I searched on Trust Level, but I’m not seeing mention of required review.
Perhaps this is something better covered by a group?
Is the trust level 0 or tl1 group added to your approve unless allowed groups site setting? Then those posts will be automatically approved, and will not appear in the review queue.
I’m not an admin so I don’t have access to those setting, nor can I see how they are set.
I resolved the immediate problem by Silencing the user. I’ll can run a test with my second account and figure it out the hard way.

I’ve read through the Discourse Moderation Guide mentioned above, but I don’t see anything on how to force a user’s posts to be flagged for review. I have a user whom I have suspended for 24 hours and I would like their posts to be flagged for review when they first come back. They were originally in TL1 but I have moved them to TL0 thinking this would work. Below is a screenshot of my current settings, but I’m not sure if it’s correct
Can you let me know if there is a better way to do this?
A user with TL0 is a member of the trust_level_0 group. So if you allow members in that group to bypass approval (approve unless allowed groups), then it does not help to add the group also to approve new topics unless allowed groups - trust_level_0 is an allowed group.
You could change approve unless allowed groups to trust_level_1, but that will also affect other users who haven’t reached TL1 yet. I don’t remember a way to force approval for a specific user or group. I think all the settings only allow you to decide who can bypass. But there is a plugin for that Force specific users through moderation
Remove the trust_level_0 and using the plus sign, add trust_level_1, trust_level_2, trust_level_3, (... etc). These groups may post without pre-approval. Because TL0 is not in these groups, all posts require approval.
Do the same for approve new topics unless allowed in groups. A TL0 cannot create a new topic without approval.
You could just add TL1, as all higher trust levels are also TL1.
