Restored from backup, but email disabled?

I do a daily backup and daily copy-off-server for my forum. Which is good because the VM died hard. No ssh, and no better after a forced reboot. So new VM spun up and new Discourse install. And restore from backup successful.

But I see a banner that says Outgoing email has been disabled for non-staff users. and see that in the log.

What’s going on there?

After the restore, the mail is temporarily disabled while discourse catches up to prevent duplicate notifications being sent to users.

You can re-enable emails by going to settings after an hour of restore and it is generally fine.

The first thing I did after seeing that was search for an email setting. It didn’t come up. Is it surpressed while the background rake jobs run or something? (Only a single email setting showed up for a search of “email” then, now I get thirty or so.)
