Shouldn’t TL0 be sufficient? That covers users with an account.

That is something the Op would need to be more specific. Unless I missed it. I believe they said they wanted it restricted to logged in users. But yeah otherwise it would need to be a group or maybe a higher trust level. Though if a specific group they would need to ensure the Op & current participants are apart of that group or trust level.
