This PR adds the functionality to see progress for all Trust Levels. New sett…ings: `enable_for_trust_level_promotions`: List of TLs you want progress to be shown for (1/2/3) `modal_bottom_text_tl1`, `modal_bottom_text_tl2`, `modal_bottom_text_tl3`: Replaced previous `modal_bottom_text` setting to show different texts for different TL promotions. Locales have been updated to match each TL.
