Set option for categories to display topics in homepage

How do I set to allow only topics of category display in homepage?
Mean that all topics of all categories not display in homepage. Only when Admin select categories special, topics being display in hompage.

Different from Suppress categories topic Plugin.

This feature is not available with discourse. If you have a budget you can post on marketplace and hire someone to help you get this feature.
