Is it possible to force an email notification to selected people in case someone posts a response in a thread?

Yes, you can use group Category or Tag default notification levels for this. First, add the users who you would like to be notified to a custom Discourse group. Then, set that group’s default notification settings:
If they wish, users can override these notification settings from the Notifications section of their preferences page. Whether or not the users receive an email for the notifications will depend on how they have configured their Email preferences.
