It seems slow mode doesn’t apply to trust level 4 users. I think this does not make sense. Can you provide a choice to the admin whether to enforce slow mode to trust level 4 users?
TL4 is not affected by slow mode(SM) since they are able to set it. So if this was a setting a TL4 can take SM away post then add it back.
