Staff having trouble accessing deleted posts via the counter link at the top of user profiles

the counter link to the deleted posts from the top of user profiles appears to be broken on my site. it shows a blank page. same in safe mode. flagged posts and warnings counter links are working as expected.

repro:

  1. have staff level role such as moderator
  2. go to a user’s profile page
  3. try to access the deleted posts list via the counter link at the top.
