is there a way to entirely disable the suggestions in the composer

There was one, but that setting was removed in May. The documentation is outdated. But maybe increasing Min title similar length or Minimum topics similar to 2,000,000,000 helps too. The guide also provides CSS to hide all composer pop-up messages.

Similar topics

This message appears when a user attempts to create a topic similar to another existing topic.

• Text key: js.composer.similar_topics
• Site settings:
  • min_title_similar_length
    • This setting determines the minimum length a title must have before it is checked for similar topics. If the title length is below this threshold, the check for similar topics will not occur.
  • max_similar_results
    • This setting specifies the number of similar topics to display above the editor when a user is composing a new topic. The comparison is based on both the title and body of the new topic. If set to 0, the similar topic messages will be disabled.
  • min_topic_count_similar_results
    • This setting defines the minimum number of topics that must exist before similar topics are suggested when composing new topics.
