Repro:

1. Click on New Topic (topic composer pops up)
2. Click on plus button in top left corner next to Create a new Topic label (menu pops up)
3. Select the New Topic option (back to topic composer now)
4. Click on category dropdown

Expected behaviour: I see a scrolling list of categories to pick from.

Actual behaviour: I see just a single category. Other categories can be displayed by filtering, but always just one at a time.

From a UX perspective it also seems strange that New topic is an option in that dropdown when you’re already in New topic mode…

Why is there a 'New Topic' option in the composer menu when creating a topic?
