The Topic List Thumbnails Theme Component
is a theme component which affects the entire theme. Whereas the Topic List Previews
is a plugin that you can use for all or selected topics as per
merefield:

Topic List Previews allows you to:
Add images, excerpts, buttons and topic stats to topic list items; and
Change the layout and style of topic list items
Add ‘Featured’ topics above topic lists and topics.
Add User Wall to User’s activity page (aka ‘Portfolio’ Feature).
These settings can be applied to all or selected topic lists on a site-wide or category-specific basis.

This theme component allows you to show topic thumbnails in topic list views.
Optimized images are generated for the lists, and different resolutions are made available for high-dpi displays. Images are lazy-loaded as you scroll (where native browser support is available).
By default Discourse will use the first image in the OP of the topic. If you would like to select a different image from the OP, add |thumbnail to the markdown. For example
