Unsuppress digest emails?

The default setting for suppress digest email after days is 365. Two questions:

Does setting it to 0 disable the suppression no matter how long a user wasn’t on the site?
If I change the default setting from 365 to, say, 720, will this re-activate digest emails for users who have not been on the site for more than 365 but less than 720 days? If not, how can I achieve this?

don’t think so, I think last_seen_at would always be less than current_timestamp, at least less or equal
I’d say yes, only found suppress digest email after days in this scheduled job, doesn’t seem to “mark” the users
