This is not a request for support, but I just wanted to share something we finally figured out, in case it may be helpful for others.
Our site requires staff approval for joining the community. But on several occasions, we have come across users whose profiles showed that they were Activated - Yes but Approved - No. These users would also show up in blue, not grey, on our admin-side Users list.
After doing some testing we learned that even though these users are Activated and appear similar to approved users in the admin-side Users list, they are unable to log in or access the site until they are approved.
