Discourse has that capability today via the #plugin:voting plugin:

@Stephen I tried to implement the similar look. but couldn’t really get the way it looks like the one in the link shared. Is there any step-by-step guide that I can follow?

The site you’ve linked to isn’t based on Discourse, but does have feature voting which is the crux of what you were describing.

What is it specifically you want to emulate from that design? We’re unlikely to help you build a complete clone, but there might be some specific elements we can help you mimic.
