Hello,
we have added welcome-link-banner and it seems like it is visible only for my user. No one else can see it. It is possible for other admins to edit it, yet they are not able to preview it either.
Tried applying Component to other Themes - same issue.
Did anyone experienced anything similar?

Do you have the settings with the Trust Levels at 1 and do you have actually one User in Trust Level 1?
There is a setting to change the visibility in order to Trust Levels.
max_trust_level: only show the banner to users at specific trust levels
