So I just noticed this issue: in a topic, if the user were to post for the first time, there would be a welcome message (normal) with a helping-hand icon. Good! Then, if a Staff notice is applied to that topic post, it appears that the welcome message’s icon is removed, and it’s now one big box with the welcome message, a <hr>, and the Staff notice.
