i feel like there should be a separate time setting for the Staff Notices function. it is currently set by the old post notice days but this setting also applies to welcoming new and returning user notices. i think splitting them into separate settings would be prudent and works with this UX request
i can also think of situations where a staff notice should be colored and seen as such indefinitely.
