Having some real trouble finding docs for newbs. Could someone please tell me what “slow” mode actually is?

We like to try and make the onsite descriptions as informative as possible so you can know what a feature does from right there on the page rather than having to step away and look it up somewhere else. 
Though we’re also always open to any copy edits/suggestions people may have that would make them clearer. 
Slow Mode limits how often a user can post in a topic:
