What permissions can admins give moderators?

Moderators can do everything in the forum except for site settings and configurations.

They also can’t create/modify groups.

Allow moderators to create groups

I am ok to add a site setting that allows moderators to create groups, its a bit technically tricky to change though in a secure way.
